The initial attempts to label the movement came from the authorities, rather than from the public. Failing to relate the activists to any political or religious parties, the authorities tried to turn the matter into a mere environmental or architectural issue. Despite all this, the activists managed to establish themselves as independent thinkers and an entirely autonomous group.
